go get her more pencils, they can never have enough of quality pencils. Go to an art store to get them. You might even come across something better. Michaels is good.

Find out what KIND of drawing materials she already has. If she does not have any pastels, find her a small, starter set. If she has charcoal pencils, get her a set of conte' crayons. If she's never tried color markers, get her a set of markers and a pad of marker papers.
Think about getting her a start in three dimesional media, such as Sculpey clay, or papier mache'.
If this is too risky, for you, I know most artists will appreciate a gift certificate to an art supply store, or craft shop.

As she already has all the materials necessary for drawing I think a lovely idea would be to give her a book about art/artists especially one that gives examples of various paintings. As a writer I know I have to read & analyse other literature to develop my abilities, artists need to do the same.

A small portfolio. I am an artist, too, and one of my favorite gifts I received as a teenager was a portfolio to keep my art in.
You didn't mention what age she is. If she is young and is planning a career in art, having a portfolio is the first step to getting a job in art.

You cant go wrong with some more sketch pads....Maybe you could go to barnes and noble and find an art book for cheap (someone elses art, i mean) She could use that for inspiration and stuff...i dont know. good luck
