To become a computer programmerr one may be a software engineer.
Any who has done software course and can write programme in computer language is a computer programmer.
But to become a software engineer you have to pass out MCM/ MCA/ Computer Engineering/ Bsc-Msc Computers etc. This post is also programming but with greater skill.
Now when a programmer with special skills and has huge knowledge and experience he is better known as software engineer rather than just calling him computer programmer.
Sometimes software engineers are called system analyst

No, seriously....a computer programmer pretty much just hacks code. A software engineer is involved with more aspects, such as development, maintenance and operation.

Whereas a computer programmer is given specs to write towards, the software engineer designs the specs, codes them, and maintains it.

the software engineer is the guy (or gal) that generally made the frameworks and tools that the computer programmer is using...

simple example...consider a given program or game...
one programmer built the engine and framework that this application is based on...the other programmer used that framework and built the application. who's the engineer...who's the programmer here?

A programmer builds software. A Software Engineer applies that software.

Nothing really. Companies always create their own titles. Usually and engineer is someone who more or less writes code where as an architect will guide and design the whole project. But all are programmers.
