I have heard of this rumor before, I want to know that can a foreign student use two different passports from same country with different Date of Birth and Name to get two different State ID cards. I know this is illegal, but is it possible?

I guess I'm just not sure where they'd get two different passports. I'm not aware of any country on this planet that would allow that. It's technically possible to have passports from two different countries, if you have dual citizenship, but still, your name and dob would match on both, so one or the other would have to be faked. That would be much more difficult than just buying a fake state ID off the street.
