Yes, it will be released in early, no, but certainly summer of 2000. I mean, before the end of 2003. Which is to say, Mar..tober of 2006. Umm, er, what I mean is March 6, 2007. Hold on, that was supposed to read November 21, 2006. Who! I mean, before the end of 2007. No, I misspoke, I mean probably in 2008.: Or was that 2012? It'll be out Real Soon Now, I'm sure...
I think you're better off waiting for ACTUAL Chinese Democracy. Then again, G'n'R actually have managed to launch a Chinese Democracy tour, even without the album. They have reportedly spend in excess of $10 million on it, and that's not record company money. So I'd bet they eventually release something.
Current claim is that this project has evolved into three separate album releases. I'd believe that better once they manage one. Though, as some observers have pointed out, it's been so much more fun having it continually not released than the album itself could ever be.

Seriously, I don't think it even exists. We might be as likely to see this release as we would Santa Claus, The Easter Bunny and The Tooth Fairy. Actually, they would all make for a better lineup than whatever form of GnR is here today.

I just called Hell, and they're still hot and humid down there. They don't predict any chance of freezing over anytime soon.
That being said, Chinese Democracy looks like it will become the stuff of Urban Legend.
