I was born april 20th 1981 @12:20 am and it turns out that that is the exact time that the sign changes from aries to taurus. Does that mean that I have tendencies from both signs? can someone tell be about this?

I would say that you are an Aries. I've actually known people with April 20 birthdays who identified themselves as Aries, and actually acted very Aries. I have a few sources that say April 20 is Aries. Aries begins on March 20, so it would have to go until April 20 to complete the full cycle.
Also, your rising sign is Cancer and your moon is in Scorpio.
And about cusps: There is such thing as having a birthday on "the cusp" but you wouldn't share traits of both signs. You would just pick up one or the other, simply because the sun changes at a specific time.
Hitler's birthday was 4/20 and though you'll find some sources stating him to be a Taurus. But it is actually Aries who seek control and dominance. Aries (the god of War) are considered to be war-mongers and intolerant (stubborn).

Your in what is called the cusp you can place your life on the border of Aries and Taurus just so you know though Aries and Taurus do not get along. Why give a crap about astrology. Your born your alive just live your life. I'm an Aries

I think the likelihood is youll be more Taurus than Aries. But youre definetley a cuspy, same as me! Im an Aries with Taurus tendencies, six hours until it went fully into the sign.
Of the top of my head, Taurus with Aries tendencies need to learn to curb their impulsiveness most of all.
Read up about the two signs, youll probably recognise traits from both signs but one will prevail.
Youll be fiery, romantic and determined as a Aries/Taurus cuspy and this cusp makes to be a very high achiever, ladder-climbing type asd it blends the ambition of Aries and the stubborness of Taurus, but are you slow and methodical in your thinking(taurus), or rash and impetious?(aries) etc
