Some one and some the other.
Iran seems more cleric controlled. Pakistan more politician controlled (until we see what happens in the next few months).
Some are a balance of the two.

Depends on the country. Some are controlled more or less by the religious leaders. Some have the political leaders who will bend to the will of the religion. Some, like Iraq under Saddam, are actually secular and a good buffer against extremism. Oh, well.

Easy, the clerics who happen to govern Muslim countries, mostly fanatical, no common sense and strict adherence to the Koran whether the dictates of the situation are religious or not.

The clerics do, of course. They say that this lady from Britain who is teaching in Sudan practiced Religeous hatred for the Muslims, and that she should get the death penalty. These same people all had come from Friday Morning Mosque Services and were spouting hatred for her because of a misunderstanding. She honestly didn't know that what she was allowing the students to do, by allowing them to name their class stuffed teddy bear Muhammed, would be blasphemous. I can understand why she wouldn't know, she isn't Muslim. SHe simply went there to teach Muslim children. They said that her ignorance to their laws was intollerance? How many Baptists, or Catholics, or Presbyterians do you see hi-jacking airplanes to crash them into buildings in Saudi Arabia because they disagree with their religeon? That is intollerant and self serving and extremely one sided and convenient for the Muslims to preach that if you don't follow Muhammed, you are an infadel and must die. But then they say that Islam is a peaceful religeon. Bull Crap, it's only peacefull if you believe what they believe. There was a convention in a Crown Plaza Hotel in Houston, TX. about three years ago, where Clerics from the Dha' Wa Islamic Center were instructing their people on ways of terrorism with perfectly drawn out diagrams on how to martyr theirselves in the name of Allah while killing Christians and Jews. I think that if what they were wanting to do to that lady from Britain was "SO FAIR", that we should have imputed the same request of punishment on those individuals and called what they were doing, Religeous Hatred and Intollerant. But by Muslim law, they can not be arrested for what they do, but we can in the event of a mistake caused by ignorance of the law? That's really convenient!

Clerics... Iran's figure head is President Amedinijad. However the real leader of Iran is named Iatola Homeni, and he is a Cleric that runs the country on his sole decisions. Funny how all you hear about are president this and president that when all he is is a pupet of the wacked out "Supreme Leader" of Iran.

Because of their teachings and or the ways of their civil institutions Muslim countries seem to be run by the Patriarchs.
