shaving for women doesn't make our hair grow thicker, darker and coarser.
it's normal to have very fine hairs all over your body. If the hair on your chest and stomach is unusually thick and dark, you could have a hormone imbalance and need to see a doctor. Being treated for the hormone imbalance will cause the hair to not come back.

As for removal, waxing works-and yes the hair grows back thinner and lighter, and with time not at all. or you can keep shaving. Laser removal is more permanent. As far as ingrown hairs, there is a higher risk of that with waxing but you can have ingrown hairs with shaving, too.

it is natural to grow hair on your chest and stomach. just shave them or if you feel that the hair is a problem and tired of shaving there are some lotions that would make your hair less noticeable. try those before you ever consider waxing.

Waxing will give you ingrown hairs. If you have dark hair and fair skin you can do electrolocis with good results :-)

wax or just keep shaving until you can have it removed by laser.
