If you were to stand directly on top of the north or south polar axis, you would be standing in all the time zomes simultaniously. However that doesn't mean it will be O' clock, Quarter past, Half Past or quarter to the hour, due to some countries being either half an hour ahead or behind their neighbours. And in some cases such as New Zealand the clock is 45 mintes ahead of Fiji but 15 minutes behind Tonga.
