If she's 9, soon she will start rebelling. She will either embrace her mom's veggie Buddhist ways or rebel to be more like her friends.
When I was 9, I would have been embarrassed if anyone thought of me like a little kid getting me a doll or something princessy. I was a tomboy and spent all my time playing sports with the boys. I despised pink. My little cousin is 11 and is super girlie and childish acting. She still loves dolls, purses, and her favorite color is pink.
That's why I'd go for a gift card--since you don't want to waste $20 on something she hates. One idea is to find out if she has an i-pod. If so, there are lots of i-pod accessories you could get. You could get her an i-tunes gift card.
One suggestion that my husband's family does is surveys. Perhaps you guys should start doing a little 5 question survey on Do you have any new hobbies, new interests, what is your favorite band. We have a theme every year and the gift reflects the theme, but based on the answers to the survey. This helps a lot as I married in and didn't know these people really well and they didn't know me or my interests either.
Or what my family did until the kids hit 18 was had us each make a Wish List of 15 items we wanted. Then the list was passed around and everyone could pick an item off the list. Obviously we didn't get 15 gifts so we were still surprised as to which gift we got.
If she's just 9 now, you gotta figure out something or you'll never know her interests. You'll have the same dilemma every year.

Most girls would like something from the store Limted II . These stores are in most malls. They have some cute things!
Some ideas could be a colorful scarf and gloves, lip gloss, cute socks and a head band for her hair. A diary or journal for girls.
Good Luck

Children love having options. Every time I've given a gift card they love it. I usually get the ones at Target because they are also fun.
I'd suggest you give her a gift card inside a birthday card.

My niece is nine and she really likes all those virtual/internet toys, like "Pixel Chicks," My e-pets and Webkinz. She also likes "fashionable" clothes (her words, not mine). Good luck!
