Here are some of my own answers:
1. the Hollywood version didn't make use of the simple power of silence for an eerie atmosphere. probably thought they had such a huge budget they had to add something to ruin that nuance. Sadako thus gave a more otherworldy portrayal than Samara who just had to be given script. In Ringu, the audience never gets to hear "seven days" when they answer the phone. instead the eerie scratching music is played and we are simply made to understand and imagine that it was said. THAT was smarter filmaking.

2. in the same light, there was WAY too much explicit explanation going on. there was WAY too much SHOWN. And there was too much LIGHT. What built eeriness more in Ringu is what was not shown. Sadako's face is never shown until the very end. her death and origins were not fully explained.

3. Would I be scared of a television image? Samara had to flash and blur as the filmmakers could afford those corny effects. Sadako was there, in her pale flesh.

Scarier? I didn't think that at all! I thought Ringu was quite cheesy and comedic compared to The Ring.

Usually the original version of any foreign film, especially Japanese horror films, are better. But in the same breath they don't mess up all of them, pulse (American Version) wasn't too bad. plus The Departed (Which is basically Cut, Copy, Paste version of a Japanese film "Infernal Affairs") won all sorts of awards. but we'll see coming up pretty soon because The Eye and One Missed Call is coming out, and i <3 both those Japanese version. hopefully Hollywood doesn't mess them up.

Ringu is scarier than the Ring because the american version looks so face and practically animated. ringu is sooo real looking.

The use of silence to create more suspense.
It's creepier because you know something is about to happen and the silence just gets on your nerves and its more realistic.
It's not about the blood and the gore either, it's more on the unfolding of the story.

because the Japanese version has not been teenybopperized by Hollywood.. Hollywood ruins a lot of good movies that way..

I haven't watched the japanese version, but the american is not scary at all.

I'll tell you why... it doesn't any special effects... and the evil girl wasn't digital at any point which made her scarier...
