The 'M' is capitalised - it's Merlin, the name of the wizard in the Arthurian myths. 'Pocket' refers to Dill's small size - as we would refer to a small energectic person as a 'pocket rocket' or a beautiful small woman as a 'pocket Venus'. It suggests that the person is small enough to fit in one's pocket (as in 'pocket calculator' etc). Hence 'pocket Merlin' means a compact small person who creates a great magical effect depsite their diminutive size.

It is used as a complement of sorts to show that someone is a minor wizard in his field - a refernce to Merlin the Magician in the King Arthur legends.

It is also a portable method of connecting to the Microsoft Merlin program.

The Hamlyn Publishing Company in London, England also put out a line of books called Pocket Merlins.

I find this reference on another site:

"Scout notes that Dill proves to be, "a pocket Merlin, whose head teemed with eccentric plans, strange longings, and quaint fancies."

It would seem that a Pocket Merlin would be someone who's mind is elsewhere mired in fantasy rather than reality.
