I ordered a new cell phone and throught the ups tracking on their website, it gives my estimated delivery date of Dec 3rd. But when i track it, it say it is out for delivery in a city that is about 15-20 minutes away from mine.

If it's out for delivery, that almost always means you'll get it today unless it needs a signature and nobody is there to sign for it.

Out for delivery means that its out on the route truck and you should get it today.

Not necessarily. I've ordered things online that delivered through UPS. I followed the tracking on UPS's website. My package made it to my town a several days before the estimated delivery date. I never got the package until that date. Sometime UPS can hold packages if they have them before the delivery date.

Yep, that usually means it is on the truck and you should get it today, providing you are home to sign for it, if needed.
