Its a toss up. We can't look at both using the same amount of scrutiny. What would people have thought of George Washington if he had the same amount of media attention that Nixon and information spread as quickly back then as it did when Nixon was in office? All we have on GW are some sugar coated stories of morality, personal papers, and history books....
It also depends on your definition of "better man"
Better in terms of what? Wealth, power, military skills, leadership style, looks, stamina, ideas on social justice?

George Washington. GW had some vanity, but he was honest and selfless. Nixon was incredibly bright, and made leap years of progress in foreign relations, especially with China. Nixon was also a very paranoid man who had a ruthless streak, which led to his downfall.

Well, seeing that Washington set the unwritten rules for Presidential conduct that stood for as long as FDR...
Commanded an army against the strongest military force in the world and won...
helped unite a country that was severely split on some issues and working together...
Had a reputation for honesty and integrity, where the other resigned for the opposite...
Doesn't seem like much in the way of competition.
