As an educator, I hate this kind of question, but it's not your fault that you have to answer it.

Go back to the R in VSEPR. What does it stand for? Then what do the letters EP stand for?

So we are back to the central idea of the theory, that pairs of electrons, because they're negatively charged, repel each other. Do you expect this to be true for all electron pairs, or only for some of them?

Decide that, and you will find it easy to answer this question.
