Now this question isnt for me. I have a friend who has a car and it is insured but they dont know anyone who can drive with them. And the DMV hasnt help me much find out what I can do about this. It doesnt make sense. What if you came from another country and you bought a car and had to learn how to drive and you didnt know anyone and Had no family? That sounds kind of stupid to me. And I am talking about someone who is over 18. Everything that gets quoted is for people under 18.

NO. YOU MUST HAVE A LICENSED DRIVER IN THE CAR.

That's why they have driver's ed, and driving schools.

Does not matter how old they are,in PA if you have a permit you MUST have a licensed driver over the age of 21 with you at all times. You can always hire someone to drive with you.

The DMV laws apply to anyone wanting to get a license, no matter what the age. It is not their problem if you cannot find someone to help you get the full license if you are over 18. There are many driving schools that take care of this problem.

Anyone who only has a permit in PA still needs a licensed driver in the car. Age doesn't matter.
