You have to allow time for this to happen. Growth and mayurity of the body and mind takes time.

Plese clarify what you mean by "no penile or testicular growth." Certainly your penis and testicles are larger than they were when you were say 5 years old. I am confident that your penis will get longer and thicker over the next few years. Afterall, you've barely entered into puberty --- you have several surprising years to go man!! Your voice will deepen too, although the degree of this varies considerably. I for one have a deep voice, but a male co-worker has a higher pitched voice. Rest assurred that you will not sound like a girl! :)

Relax! Boys develop differently during puberty - some experience a growth spurt early on, while others take a little longer. In a year or two, or even earlier, your penis will become longer and thicker, and your voice will break. Just be patient!

do not think that ur private parts will propotionately grow to ur body. Few have bigger growth than other. Do not worry at all about it. the size does not really matter, what matter is healthy penis. So, just enjoy the life without thinking about it.
