I sold an AG doll on craigslist. In the ad, I had pictures, and a description that said that she was played with & clean. Turns out the person that saw the ad was from the US atty's office, and her sister bought the doll from me. They're not happy with the doll because "its not new, frizzy hair" but I didn't list a brand new doll, and the pics showed hair that was slightly frizzy (but not bad). Well, she keeps calling me saying that she's from the US atty's office (calling me from their phone lines), and saying how I have to allow a return of the doll. Also she keeps emailing me too! I tell her to leave me alone, and she threatened criminal charges for fraud because the doll wasn't new. I didn't list it as new! Can I file a harassment complaint with the US atty's office for their employee using her employment as a way to harass me? I'm not accepting a return of the doll, I did nothing illegal, immoral, or dishonest in any way.

If you put a picture of the item for sale on cragslist and never climed it was new...then they have no merit.

I would call all levels of authority.
First the police for harrassment

Then the FBI to see what they say. If they point you to the AG office then call them.

then contact in writing the AG office and tell the head of the department the situation.

That should be enough to stop it.

Get as much as you can in writing.

Then if you want, log all the callsmade.
times number per day to show a pattern of harrassment.

And if they threaten you, write that down too.

Maybe you can record your calls if your state is a one party call record state
Check into it.

then you can also call the media ..they will get a kick out of this.

From what you stated above it is merely a civil matter, matter a criminal one, and it should be addressed through Small Claims Court if the other party feels that they have a valid claim; merely indicate that to the other party in writing and not to contact you again. Then block their e-mails and phone calls.

You cannot file a "harrassment complaint" with the Attorney General's office as they do not handle those types of complaints (likely the police will not either unless the person threatens to harm you some way).
However, as it sounds like an employee at the Attorney General's office is either using or allowing others to use official resources and time to be misused for personal use is does sound like you have a valid complaint to file on that issue alone.

Nearly all states have where you can file a complaint online.

I would send a letter to the US Attorney in charge of that office explaining the situation, and state that if it continues, you'll retain counsel to stop the harassment by the US Attorney's office.

My guess is that the US Attorney will put an end to it -- at least end her calling you from work.

try telling her that she's wrong, that if she has anyone go after you from the ag's office, you will sue them under the federal tort claims act for malicious prosecution and abuse of process. see what happens
