Okay, edited.. I am out of work.. just checked it.. The characters name is Duke Fame (I used closed captioning. Micheal McKean's character says his name). the actor's name is Paul Shortino (He's from the band Quiet Riot)

Paul Shortino is still performing in Las Vegas at the Tropicana. He sings in the show, " Raiding the Rock Vault". The scene was shot at the Burbank Holiday Inn in California.
