If you have a tight foreskin, you can stretch it or even get a prescription cream (that works in almost all cases) that you can combine with stretching to make a foreskin stretch to pull back. To stretch, just pull it back the most you can when you shower and wash under it. That's what I did and it fixed itself over time. Circumcision is rarely required; often doctors say it's required but only because it's the easiest and most profitable solution for them.

Nothing is wrong with you, in fact, that is totally natural, as I can attest from experience. You only need to practice stretching so that is retracts easily, and my suggestion is to do it in the shower, using warm water. While showering, pull it back as far as it'll go without pain, and just do this repetitively when you shower, pulling it back further and further over time until it is full retracted, this may take a week or so to full do this. Once you get it full retracted, it should stay that stretchy, so that it'll be able to do it once more. As for the tip being sensitive to touch, that's because it's protected by the foreskin, and that is a good thing. That means it's got a lot of nerve endings and it'll make your sexual experiences, solo or with someone, more pleasurable than a circumcised guy, so thank your lucky stars for that. Sounds like you don't handle your equipment enough, need to get it more used to touching things, like your hand, so that when you put it into a willing female it doesn't misfire. Foreskin doesn't have to come down during erection, but most guys are more comfortable if it does slide down below the head with no problem. You can practice sliding it down a lot, to get it stretched out. But as to the tip being sensitive, you need to touch it more to reduce some sensitivity.

It's common for it to be tight in teens, just practise pulling it back and stretching it, it should loosen up after a while. Follow Jorge's instructions, he knows what he's talking about. If that doesn't work then see your doctor for a steroidal cream.
You won't need to be circumcised - ignore the idiots who don't know what they're talking about.

You should see a doctor as it isn't going to go away and it could get worse. Do not try any do-it-yourself and home remedies - that is part of your body not to be messed with.
There is no substitute for professional medical diagnosis and treatment and if circumcision is recommended, it is a common minor op done in day surgery and nothing to worry about.
But please see a doctor as soon as possible.
