I have very little money to pay for this. I live in Charlotte, North Carolina. I need the computer for the kids to do school work. It is running very slow and I am recieving numerious pop ups.

As you will appreciate there are many reasons why your computer is running slow:

I have listed the most obvious, some of which you may have already tried but for completeness they are mentioned here.

First of all make sure you do not have any malware in the form of viruses or spyware. Run your anti virus and anti spyware programs in order to clear out any beasts.
If you do not have any protection these are available for free:

Remove junk files by running Ccleaner – free for download from:

Your hard disk(s) may be fragmented. Windows has a built in defragmentation program but you can download a third party program for free:

Your registry may be cluttered or corrupt. Ccleaner mentioned above also has a registry cleaner. How about downloading another very good free registry cleaner:

You may have too many applications kicking off at start up. This free download allows you to control what runs at start up:

Maybe you just have viruses in your pc. If you you can download the free version of "AVAST". http://www.avast.com
You will get auto. updates and an excellent background scanner. You can only use one antivirus or you will have serious conflict. You can use three of four antispyware if you have the resource.

Superantispyware is excellent, finds what all other miss. http://www.superantispyware.com Download the free version and you will get auto. updates.

Also download the free software http://www.cleaner.com This program is excellent for cleaning out old junk files and will also clean your registry.

Make sure that you have defrag. your pc, with the built in defrag. from Windows Microsoft, if you are using Microsoft.
