1-to draw the preliminary sketch, version, or plan
2-to practice draftmanship
3-to stay close behind (another racer) so as to take advantage of the reduced air pressure created by the leading racer

Drafting is to make a first outline, be it of a picture, an architectural drawing, speech, whatever. First draft, then revised to be a second draft and so on. Hope this helps.
