You don't state what time period you're asking about, but for my money the heaviest was on July 4, 1956, when 1.23 inches of rain fell in Unionville, Maryland in ONE MINUTE. Now that's a serious gullywasher!
By way of comparison with Reunion, if the rain had fallen like that for 24 hours then Unionville would have had 1771 inches.

In modern history, I don't know. But the Bible talks about it raining for 40 days and 40 nights and causing the entire earth to flood (if you believe the Bible that is).
