Bad power supply. Get one at CompUsa and replace it yourself or take it in.

All the answers are good, it could be a bad power supply, corrupted BIOS, dust etc.
The first step to trouble shooting, is finding where to start. Then you work from that point. In other words, you have to find where something still works as it should and trace until you find where it stop working, that where the problem is.
First you want to be sure the power supply is working on all plugs. This link is well worth reading. It tells how to power up and test all the Voltages.

Once you know you have the voltages correct then you know the power supply not the problem. If the voltages (Sounds like 12 Volt) are off then replace with another Power Supply, may want a larger Watt as the Article will explain.
If PS is good then we have to suspect Mother Board or as mentioned, Video. But, is the monitor working, to check, connect to a computer that works or use a monitor you know works. Once you know you have Power and a good Monitor you have to try Booting from a CD or Floppy whatever. If, you get it to boot with any type of display then you know Video is good and the problem in the MOBO. Most likely BIOS as the Boot CD got some response.
When a computer Boot you should hear beeps from the MOBO. If, the beeps are different from what you been hearing then you need to go to the Customer Support of your computer and type Beeps on Boot or Posting problem any type of a post or beep code and find where it telll what the beeps are saying. Hope you understand. If, it a BIOS problem then you can also find how to Flash the BIOS and get it working. My MOBO has a BIOS backup and if I have a problem I use the Backup to restore BIOS. Maybe your computer does also!

If the fan does not start make sure not to run it very long. If the HDD lite winks in the process that tells me the OS is trying to load. If the screen does not lite up nor the lite on the monitor changing to green that tells me the video section is dead. Since the fan is not comming on check for trash in the box, like dust and dirt. If the fan remains off get another one and connect it to where the bad one is. If the new one works, the power supply can be called good. Then we proceed from there.

Can you boot up into the BIOS? You know, where you hit F10 or Del during boot process. If not, it could be the battery.
If it is the battery, you should have been losing time, or seeing messages during boot about your CMOS settings. If it is an older pc, you can easily replace the battery yourself. If it is a new pc, you will need to check. Some motherboards have the battery built in and you can't replace them.
If it isn't the battery, the next in line is the Power Supply.
Don't let it scare you. They are real easy to replace and are fairly cheap. Just be sure you get the right one.

its either the BIOS chip, processor or some chip burnt out on motherboard
