As I've been saying for quite some time, David Gerrard is the best answer here. He's done an excellent job protecting the football, and he makes great decisions. It is evident that he is the leader of the team because their play sufferred when he was out, and he made everyone forget that it was a little surprising to see Leftwich get released at the beginning of the season. Many similar things can be said of Garcia in Tampa Bay, who I also like as an underrated QB.
Of course, now that someone on ESPN or something finally noticed him, everyone is saying Gerrard, so I'm going to make a different pick (other than Garcia because he was considered to be one of the best a few years ago [think 49ers days]).
I'm adding Roethlisberger, Favre, and Palmer to your list of ruled out people.
I really like what I've seen out of Derek Anderson the past couple weeks. This may come as a surprise because he hasn't had the TD's rolling in, but he's been much more accurate than in previous weeks. He raised his completion percentage up to a respectable level (was down near 55% for a majority of the season), and he pulled through on some tough wins. However, his yahoo picture looks like Christian Bale in the Machinist, so that rules him out.
Kitna is too mistake prone. He had a couple decent years in Cincinatti, but I would not trust him as anything but a backup at this point.
So my choice is Matt Hasselbeck. He's been one of the "good" qb's for quite a few years, but he never seems to be mentioned on the "greats." His line has been declining since the loss of Hutchinson, but you wouldn't have guessed it from his numbers. His play has elevated his team (he has no running game thus far this season), and he is sneakily on pace for his best statistical season. His WR's are decent, but there is definitely no one you can call "great." If he were in a situation where he had one of the top WR's in the game and a good offensive line, I think he would be mentioned among the elite qb's in the league.

Jeff Garcia
The Bucs were picked to finish dead last in the division and by most accounts were going to be in the running for the first pick in the draft. Now it looks like Garcia , who is orchestrating an offense with the 3rd team tailback , second team fullback, second team left tackle , and a rookie left guard , and leading them to the 3 or 4 seed in the conference.
Gerrard has placed his team in second place and most people had the Jags finishing in second place. He is not lighting the world on fire statistically nor is he leading his team beyond expectations so he is not underrated in my eyes.
Anderson is the only guy I could possibly see as a challenger to Garcia for the title most underrated passer. His stats are fantastic and his team has played vastly better then expected.
The reason I pick Garcia over Anderson for most underrated is I believe Anderson is starting to get the props he deserves and is not rated nearly as low as Garcia.

Garrard for sure!
and did i see a "derrick anderson" I dont think he is underrated anymore, CLEARLY he has capitalized on a great O-line
but yes, Garrard is s super consistant QB, which is funny becuase his team seems to be super underrated as well, seeings how they might even take the playoff seed from indy, i think its time to start paying attention to Garrard and the Jags

That's right he has the 3rd best passer rating of all QB's in the NFL.
Next two - Derek Anderson and David Gerard.
While a lot of people answered with Gerard as their top pick because he has thrown 0 int's, keep in mind he has only thrown 9 td's, and has the least number of attempts of all Qb's in the top 20.

Garrard has no interceptions but also doesn't throw the ball that much. If he threw more he would have more (as well he missed a number of games being injured).
Warner in Arizona is quietly putting up fantastic numbers. The line isn't that great either. He has some great receivers but no line.
Cutler in Denver would be on an incredible pace if he played with the Patriots line. As it is he is quietly putting up a decent season.

All of those issues are because of the fact he's on a solid team yet not something to do together with his very own stats like passing yards, passing TD or of entirety proportion. They team wins because of the fact of a solid working interest and a great protection and has little or no to do with Flacco in maximum video games. i in my opinion think of he looked extra advantageous his rookie 365 days than his 2nd or maybe worse in his third 365 days and approximately they comparable in his third 365 days as in his fourth this is the contrary direction he must be headed. i think of the Ravens will save him yet another 365 days or 2 yet whilst he does not start up enjoying extra advantageous quickly they'll start up looking in different guidelines for a QB.

J.P. Losman of the Bills he has the fattest O line in the league but they are just road blocks they have no skill forcing him to throw ball before hes ready causing interceptions or challenged plays and also Anderson he is having a phenomenal

#1: John Kitna. The guy has been sacked more than anyone else and still keeps getting up and going back for more. He also has put up decent numbers on a historically bad team. #2: would be Anderson. Will the Browns even need Quinn? #3: Jim Sorgi, who has played flawlessly backing up Manning all these years. Go Colts!
