If you mean purr like a cat then no.

Rabbits have their own set of noises & behaviours which are unique to them.

A rabbit "purr" is a soft grinding of the teeth to show pleasure; contrasting with the harsh, noisy grinding to show pain.

Rabbits "tooth purr" when they are happy; they click their teeth together softly.

The other noises they make are a soft cooing or muttering when excited (especially when expecting a treat), a grunt or growl when they are mad (if they do, watch out, because the next move is a bite!), a loud tooth grinding means they are in pain or sick.
If they are hurt or terrified, they scream. I've owned rabbits, and it is a chilling sound to hear.

My neighbor's rabbit does make a kind of low, growly noise sometimes when he is being petted. He seems relaxed when this happens, but I am not quite sure it is a happy noise or an annoyed noise.

No. But they do growl when agitated (I had a very viscious bunny who like to attack me because my neighbour cut up their car), and scream if hurt, as discovered when my rabbit hurt itself trying to escape the garden.

One of my rabbits made a low sound, when pleased, rather like an oboe, & it was a sound of pleasure, like purring. It was like communicati g in a low voice, & he also did it while circling me, which was a sign that I was the main creature in his life!

They do make a snuffle sound which is sweet but still very quiet.
