Yes, you can delete them all savely. They are files left behind by programs that you have run on your computer.

You can have a program that does this for you atomatically.
Download Ccleaner (double c) from www.download.com
It is totally free and deletes a whole lot of other unnecessary stuff.

That folder is used when you install a program or run (rather than save) a download from the Internet. Normally you can delete that folder without it doing any harm. But with some downloaded programs you will not be able to reinstall or repair them without re-downloading the programs.
