i don't understand the question... are you asking is there a genre of fiction in which things that are both clearly not possible and fantastic exists?

yeah it is a little fantasy
people cant fly the cant shoot electric from their hands
it is imaginary and it is kinda the same concept as sci fi but still nothing like that could happen and so its like a fantasy type thing

Fantasy is suspension of disbelief, that is, you have to temporarily forget that people can't fly, etc. The aspect of it being explained by some genetic mutation is science fiction.

well, there is some fantasy, because first of all, real human people can't phase through walls, read minds, fly, muscle mimic (monica, shes HOT!), shoot lightning (Elle, the sadistic sociopath.) heal themselves, time travel, cast illusions, turn tea spoons into gold, control fire (Claire's mom, Meridith Gordon), freeze things (Sylar and his unknown victim), find people wherever they are (Molly Walker, Clairvoyance), liquify things, or talk to machines. its just that simple, really, so dont stress yourself out over it.
