It's usually a loose connection on the system board... Or a fatal hardware error.. The type of beeps can tell you..
1 then 2 means that the Graphics card is loose
1,2,2,3 means that the BIOS is faulty
1,3,1,1 means the RAM needs reseating
1,3,1,3 means the keboard connector is loose
1,3,3,1 / 1,3,4,1 / 1,3,4,3 and 1,4,1,1 mean the RAM is faulty or loose

The "beeping" means that the computer has found a hardware error that prevents it from booting to where it can display anything. So it "beeps" an error code instead.
Usually you can resolve the issue by opening the computer and reseating the memory and any other cards (video, sound, etc) that are in the PCI or AGP slots.
If that does not work, carefully count the beeps (like morse code, there may be long and short beeps). Then check the Dell web site for your model. They will have the "beep" codes listed there to tell you what they mean.
