Why not? Although there is no such giving or taking of dowry being done in presence of the Marriage Officer/Registrar at the time of giving notice or getting married under the Special Marriage Act, 1954, which you call civil or court marriage, but the dowry can be asked any time before or after this form of marriage in private interaction between two parties. The term Dowry as defined under the Dowry Prohibition Act, 1961 means any property or valuable security given or agreed to be given either directly or indirectly.

(a) By one party to a marriage to the other party to the marriage, or
(b) By the parent of either party to a marriage or by any other person, to either party to the marriage or to any other person,

At or before or any time after the marriage in connection with the marriage of the said parties, but does not include dower or mahr in the case or persons to whom the Muslim Personal Law (Shariat) applied.

Considering this definition of dowry this can be asked, given or taken any time before or after the said marriage not necessary before any Marriage Officer/Registrar, rather no one will be such a fool to ask or give or take dowry before the Marriage officer as this is a cognizable offence & the said marriage officer will take no time in calling the local police & register a F.I.R. against both the parties to such a marriage for giving & taking dowry in his presence.

1 dont be greedy for dowry its not a good thing concentrate on love and respect

Discuss all these things privately with an advocate.This is my humble suggestion.Always tell the truth.Whatever is true,tell it.Dont tell untrue things because courts can be deceived but not Almighty.
