Take a look at what the motorcycle training schools use. They need a bike that is light, easy to handle, reliable and with good dealer backup.
Most training schools use the Yamaha SR-125.
(By the way, a moped is any bike with an engine of less than 50cc. Therefore, no 125 is classed as a moped. I think you mean "not a scooter", which is totally different from a moped.)

I learned on a 1984 Yamaha 400 Special .
But i had ridden a bicycle since my youth if you can ride a bicycle they balance part is over.
A lot of riders learn on the Honda Rebel 250
and then stay with that for a year or so and move up. If you are just learning you should practice a lot since you will be facing a riders test. And believe me it is best to take a small bike to the ride test. A big Harley is not good for obstacle course work.

I would definitely go with a trail 4 stroke. I have had many bikes of all sorts, but for a learner/trail bike I would recommend any of the Honda crf models. They are almost maintenance free and very reliable. My kids have all grown up on crf150s. They are by no means performance motorcycles, but are perfect for trail or learning bikes.
