Sperms have tail and they swim. Terrestrial condition does not permit that. So, it is best to have internal fertilization where sperms can creep up the lining of the female reproductive tract, rich in mucus, and find the ovum to fertilize.

Most terrestrial animals - and some aquatic animals - rely on internal fertilization in which the female retains the egg(s) within her body and receives sperm from the male. Internal fertilization increases the probability that sperm and egg will meet successfully.

Animals that just release their sperm cells need the water to help them move and reach the eggs which have already left the female's body.

On land, this doesn't work. Which is why internal fertilization is necessary.
