It was James Cagney you are thinking of. But it is mis-quoted. This scenario came from the 1932 film "Taxi", in which Cagney actually said, "Come out and take it, you dirty, yellow-bellied rat, or I'll give it to you through the door!" often misquoted as "You shot my brother, YOU DIRTY RAT YOU!" and "Come out, you dirty rat, or I'll give it to you through the door!"

Probably the only silver screen line that is more often misquoted would be from the 1942 film "Casablanca". Humphrey Bogart never said "Play it again Sam". He actually said: "You could play it for her...you can play it for me...play it Sam.

In a bit of related trivia, according to the American Film Institute, the number one movie quote is "Frankly, my dear, I don't give a damn," Said by Clarke Gable in 1939's "Gone With the Wind,".

James Cagney never actually said 'you dirty rat' in any of his films. I think the one you are looking for could be 'White Heat' but I'm not sure!
