You need to look at 3 main things
- size (space)
- speed
- compatibility options
with size, i talking of hard disk space, at least 80~100GB should do,
speed, your processor speed should be about 1.7~2Ghz, which means how fast your processor goes...Pentium and athlon are good for windows, Sempron for linux is sufficient.
Also, with speed check RAM size which should be at least 1GB
- compatibility options, i can go on an on about this but as long as you have the above 2 in check then do a physical check for USB adapter ports, S-Video card (to connect your laptop/computer to tv), media card (if you want radio/tv signal on your comp), cardbus port (a slot for putting a card to catch wireless signal), that kind of thing.
I never though a physical inspection was really important when I was buying computer as long as I knew that it was a recent manufacture but realized that certain expansions that I would like to do in the future were lacking certain things that I should have watched out for when i was buying ....buyers tip.

First point to make is a pre-built PC is always more expensive than one made at home from parts, this may not be too easy for a total beginner though. I would recommend against a Mac for basic PC use as they are much too expensive compared to what is available in Windows based PCs.
Avoid Pentium 4 processors these are outdated, and are inefficient relative to their high clockspeeds, they also run hot and are not energy efficient.
This leaves you with a choice between AMD Athlon64 and Intel Core 2 Duo any model of which will be sufficient for your needs.
For Vista 2GB memory is recommended, for XP, 1 GB should be enough.

First decide on your budget. For normal and ordinary tasks such wordprocessing and painting, etc. you can go for a celeron PC which will not cost you much. 128 RAM abd 80 GB Harddisk will suffice.
If you can spend some more money then buy a P-IV PC with 256 RAM and 80 GB HDD. You won't have to upgrade your PC. You will be able to do IT works as well.,

If, there is a possibility of using it for gaming, then you should limit yourself to high-end specification as in AMD 64 X2 or Core 2 Duo with a good PCI Express video and 1 or 2 gigs of memory. That kicks out obsolete hardware like P4 and Macs.
If not "for gaming" then anything currently on market is better than what you need.

Get a Core2 Duo processor, 160 or 320 GB hard disc and atleast 512 MB RAM. If u are planning to get a Vista, then get a minimum of 1 GB RAM... If u still need clarifications, drop a mail....

it really depends on what your doing, if its alot of simple tasks (word prosessing, listening to music, web browsing etc) you could probably go with the lower range imac, if you want windows i would not suggest a dell because of bad experiences. but probably 1gb of memory (ram), around a 2GHz processor, and the rest wont matter too much (hard drive 60GB or more).
if you got a windows then i would say xp, as most of the bugs have been ironed out, and vista still has some problems.
i would suggest a mac for ease of use, and more multimedia things (photos, videos etc).
or windows for more of a gaming machine
it really depends on preference, and what its being used for.

there is two popular format Microsoft windows and mac do you want the P C for gaming and stuff like that then you need to look at a good graphics card and will it be used just for general stuff if so a standard computer with windows vista will be the one to go for don't spend to much you pay for extra memory and other specs and you may not need them Dave
P S have you considered getting one made for you it can work out cheaper and you get what you need and not pay for what you don't need you can always up grade later on Dave
