It's called a Phantom traffic jam, the knock-on effect can be that great that vehicles towards the back of the queue are brought to a complete stop.

one car will brake as it is too close to the one one in front. this causes the one behind to also brake ,then the one behind that and so on. until there is a stand still, way down the line.
the traffic will start to thin out, and continue as normal.
this is why you never see any reason for the hold up.
i cant remember what term you use for this effect
