Tax cuts like Reagan did. Local government can do more than the Federal Government. If they cut impact fees, cut out most zoning laws, reduce fees on new install on water and utilities. Have workshops to help people empower themselves and open up their own business.
Find a way to have cheaper Fuel. Fuel drives up the price of everything.
The Interstate System was authorized by the Federal-Aid Highway Act of 1956 spurred jobs and enable the economy to grow with increased availability of goods. The government could do the same with solar or alternative power systems.
