Can anybody tell me about "World Bank Group, Fact Finding & Special Duties office" sending messages?

A courier is sending a message that I have a credit for a package that needs to be sent to me with money from World Bank Group, Fact Finding & Special Duties office . Is this worth believing?

No, it's a 419 Scam - advanced fee fraud - maybe followed by a cheque cashing fraud ...

(turn on your 'spam' filter and all this sort of garbage will go away)
