If they do, I should tell everyone out here in Asia to get one when they visit the US. It could be a great promotion for the US.

Because they don't want undocumented immigrants wandering the streets and since Illegal immigration is against federal law, not state law, and the federal government is failing in their responsibility, the states are doing whatever they can to identify who is doing what in their states.

It's called pandering. It's mostly Democrats who back such measures because most illegal immigrants are believed to support liberal agendas.

Taxes and possibly votes. The altruistic reasons they try and tell you, is tarred and feathered by the first reasons I gave you.
