I won 3 workman's compensation hearings against JC Penney. They owe me a settlement amount. They won't pay reasonable amount owed . We must agree on an amount and they are being totally ridiculous with their offer. They don't pay into workman's comp, they are self insured,which is how they are getting away with this. No lawyer so far will help me. How do I make self insured employer pay? It seems I have no recourse at all. It seems illegal to me. I don't understand why someone can't make them pay. Workman's comp ruled they owed me,but they will not negotiate reasonably. Can some one tell how to deal with self insured JCPenney? Any suggestions would be welcome.

They HAVE to pay whatever the award is. If they dont, most states have a secondary fund, which is a fund the worker can go to and get their recovery. The State will then sue the company that does not pay the worker, and fine them. Call the worker's comp agency in your state and file a claim.

Self insured means little to you. Companies may be self insured, but their plan must comply with state law.Most large companies are self insured.
It looks like what you consider a reasonable offer and what they consider a reasonable offer aren't the same thing.
Maybe this is why can't you get a lawyer to represent you.
