what do revision and year of publication means for the legislation Act, and as well as the effective date.?

what about base version and amended by (6 of 2007). how to get the actual date for the three terms

The legislature may pass a law in 2007, but say that it will be effective from maybe June 1st 2008. Then in 2009 they may decide it's not quite what they wanted, and revise it, which would be a new date.
