My wall and ceiling is skim coated and finished with 1 coat of sealer and 2 coat of finish paint.

Was the right pain or sealer used, not oil to water or ? was the walls wet from ? did they have a coat of something on them? weren they wet?

Was the skim coat finished drying? Perhaps moisture that was still in the skim coat tried to evaporate and created the bubbles.
