Every time I see someone make this motion or say this phrase, I ask them what it means. And, the funny thing is, no one seems to know what it means--it's just a "cool" thing to do or say!

well look i am a kid so i would know wat them phrase mean because i am into hip hop and rap and stuff like that anyway i means to forget all them haterz and u dont care and its likes u diss them by saying that dont hurt me jay z made a song about it its called dirt off your shoulder go to www.youtube.com and look up dirt off your shoulder hope this helps

To give someone the "brush off" is to dismiss them in a rude way.

Like brushing dandruff flakes off your shoulders, it gets rid of something (someone) you don't want.
