what is your power output in your area, 220volts or 110volts
if your area is in 220 volts check your power supply, is it in 115 or 230 setup, make sure it was in 230 setup.

another thing try to use another type of video card, if this works, then the problem is in the video card you have, may be it's causing your PC not to work, probably a damage one from the released manufacturers, it always happen in some devices

If this continue, better return to the shop where you bought it, they will change whatever parts is not working good there

Unplug EVERYTHING from mainboard, all expension cards etc.
Leave ONLY PSU, Motherboard, RAM, and CPU. Power on, should give a series of beeps for No Video, this is good, power off
install video card, power on, test power off
Repeat with each component till you find fault

If NO beeps at first stage check board seating, and ALL cables / jumpers on motherboad, and check for shorts behind board.

You should check the voltage, on the back by the power cable there is little red switch try changing it and power back the pc, hope it works.

Check the voltage of it. Sometimes that's the problem. There's a little switch by where the plug is.
