A lot of big budget movies have tie in books based on the film. The book is often out before the movie, but the book is still inspired by the movie. The James Bond film "Goldeneye" was like that, the book was actually missing stuff that was in the movie. And of course, there's Star Wars, which inspired a whole series of spin off books.

Lady and the Tramp had a book made for it because Walt Disney was superstitious about making an animated film that wasn't based on an original story, so they had the book be the "original story". This was a farce. The book may have been published first but the movie was definitely planned first.
I've also read that the book was very different from the movie.

Yes, I think Jurassic Park: The Lost World was based on the movie. It had no logical connection to the first book.
