I love Cruella Deville but my favourite has to be Yzma from The Emperor's New Groove (and her side kick Kronk) oh and Maleficent from Sleeping Beauty.

Black Pete, the cat from the black and white Mickey Mouse shorts.
Next would be Davey Jones from the Pirates of the Carribean: Dead Man's Chest. I guess you'd call him a villain. Nemesis is more like it, and a sympathetic character as well, but during the second movie, he was a true antagonist of a menacing nature. I'd qualify him as a villain in that one.

The Sea Witch in "The Little Mermaid." She's SO like a drag queen I once knew that it's hard to believe the cartoonists didn't live in San Francisco! LOL
