As they relate to Blue Laws, public acts refer to acts performed in places open to the pubic - such as in a restaurant, private acts refer to things you do in an area closed to the public.

For example, it may be illegal to have a beer with your lunch in a public place on a Sunday, but if you rent the whole restaurant to have a private party, you may be able to legally serve beer.

Public acts are those referring to the acts of the government officials while private refers to acts of individuals.
