It depends on how fast they get building and the manner in which they build. If a team wants to depend on draft picks to get them into the playoffs it may take 2 or 3 years. 2 years to get the picks you need and the time it takes for them to develop. Or you can do what the Celtics did and get rid of those draft picks and future options and get the players you need immediately. Celtics are going from the cellar to the high rise in one quick year. Last year they really got some young talent that developed and became trade bait to get Allen and Garnett. The Bulls have had numerous successful draft choices over the last 5 years and have now had 3 straight years in the playoffs after a serious drought in the post Jordan era. So the approach to rebuilding effects the time frame but as everyone knows, drafting is not an exact science so a bad pick can really set you back.

it all depends. there are many factors. depends on if the owner are willing to pay a luxury tax to bring in good free agents. you need a good coach. you need mentally tough players (players who are able to deal with losing and not give in during adversity) and you also need to draft well. you need good front office personnel and good management.
in the case of my warriors, it took over a decade to get to the playoffs because after sprewell, webber, and don nelson left. they didnt draft well, they made bad trades, and they never got a good coach or got good players. as soon as we got chris mullin as GM he made plenty of bad decisions but learned from it and made great decisions by drafting well (andris biedrins and monta ellis), and getting rid of expensive players like fisher, dunleavy, murphy, foyle, and jrich. he also traded for baron davis, jackson, harrington and you saw what they did. they made history together.
all it takes is a couple good players in the draft or free agency. lebron turned the cavs around single handedly. dwight howard made orlando a playoff team with little help. so it depends....anywhere from 2-3 years or 2-13 years.

With Isiah Thomas as president, probably 10-15 years. Then again, if you can draft Larry Bird or Dwyane Wade all over again...

Minus trades... I will say 3 years... if you are really BAD and have good young talent (without trading any of them away as bait) they can learn to GEL together and because a unit and eventually win 45-50 games.

In reality it should take about 2 to seven years, but when you have the luck of the irish, all it takes is about a month. Go Celtics.
