So you want to know why the who is a who...
Well, of course! That's what many folks just like you do.
And you see, the who's an unusual sort
That gets listened to often by others for sport:
Most especially elephants! Yes, it is true,
And in fact, it's just what we saw Horton do;
That is to say, Horton -- he listened intently
And discovered by accident that Who's were friendly.

I don't know, but I would guess that it has something to do with what role they play.

Seuss says "A person's a person, no matter how small". The whole book is about who has the right to be considered a person. The Whos are the ones whose fate is being decided. Who is the pronoun used for a person, not a place or a thing. The other options could be what, when, where, etc. But only that word implies that this group of people isn't a made-up group of animals, but people.

I suspect it's for two reasons. First, because Horton never actually sees any of the Whos, so they are always anonymous—literally a 'who?' Yet Horton stands up for them anyway.

Secondly because of alliteration. Seuss obviously loved the sounds of words and how they could be fit together. Alliteration is one way to do this: Horton Hears Hoo!

Easily, a Who is from Whoville.

Dr. Seuss was a master of allowing children to read and dream, while at the same time, challenging adult readers to think and evaluate. Quite a gift, don't you think?

It's never explained, that's just what they're called. There are other stories with Whos in them, like Why the Grinch Stole Christmas.
