Look into Montessori methods. The program was originally designed for special education children...but was so successful it has grown over the past 100 years to be quite successful with all children and is especially wonderful for their self esteem since they are doing the work (life type skills) by themselves. They are very proud of their own accomplishments.

Work on getting their parents to be better parents.Home is usually where their self esteem is damaged. They usually look for love and acceptance outside of the home when this is the case. They need kindness patience and understanding and lots of it and to made to feel loved ,wanted and accepted.

It is not the job of the education system to improve self-esteem. Their job is to educate. The government is not there to provide everything.
