The white powdery film was on the old bsmt. walls and seemed to deteriorate them and the walls caved in. I re-built them, but the white powdery film is back. I also have a small portion of my bsmt. floor in ground, not yet concreted, and there is a growth on that floor. It is about one inch high and when you touch it, it collapses to dust. What is it ? And How can I get rid of it ?

The film is dissolved calcium etc. in ground water
that seeps through the foundation and dries.
The deterioration you saw was not from the film,
but from the infiltration of the water that deposited it.

It is coming from the moister that is seeping thru the concrete. The remedy would be to dig outside wall coat with a sealer. (it is a tar type of base coat) Then install a french drain about 12" under ground. This should help from it coming back.

You've probably got mold. Don't bleach it, bleach does not kill mold, only makes it harder to see. If you can afford it, hire a local mold inspector to verify that it is mold and what type it is. The mold inspector should be able to recommend a sanitization program ar a remediator if necessary.
