That could depend on what type of fabric(s) you want, and what "raw material" might mean if that's different.

Most fabric stores have "clearance" tables, where lots of fabric is cheap.
Many will also have cheaper versions of printed cottons (for quilting or other things) than the "better" fabric stores --though the cheaper ones may shrink more easily, etc.

Another good place to "buy fabric" and also things like trims, buttons, zippers, etc, btw is a thrift store.
The clothing there (as well as the bedspreads and other fabric items) can be cut up and used as long as they're not old and frayed, etc.... and those fabrics/trim/buttons will generally always be cheaper than buying them at a fabric store. You can often get some very nice fabric and trims that way too!

Garage and estate sales often have good stuff too. And if you live in a city, you can probably ask for old fabric, etc., through the online freecycle groups, or look on craigslist, etc.

I've found lots of fabric at estate sales. Every once in a while, you find a sale that had a seamstress in the house - jackpot! Tons of fabrics that haven't been used yet, for amazingly low prices. Just look in your local craigslist or paper for estate sales.

Get on the Jo-Ann fabrics mailing list. they send coupons every month. Join the American Sewing Guild and you get 10% off everything else. Look for odd-lot and salvage stores in your area. They often have designer fabrics very cheap.

Sign up online for coupons and be on mailing lists and buy when things are on sale. Check thrift stores, yard sales, scrap packages at the stores that carry fabric?
